Direct election is the starting point of the democratic politics. It's also one of the characteristics of the modern political civilization. The highly-qualified election will result in the true democracy, whereas the lowly-qualified one will result in nothing more than the superficial democracy. This thesis, based on the summary of the merits and the defects of the election of the deputy to the 14th DPC of Changlang, puts forward some reflections on how to perfect the direct election at the district or the county level.The thesis consists of an introduction and six chapters. The introduction briefly tells the significance of the direct election, the current level at home and abroad, and the methodology used to the issues under discussion. Chapter 1 is a general survey of the direct election in China. Chapter 2 records the whole process (4 stages and a substitutional election) of 2002 direct election of the deputy to the DPC of Changlang. Chapter 3 states the newly-elected 14th DPC of Changlang and its standing committee. Chapter 4 summarizes the merits in the election. Chapter 5 analyzes the defects in the election with the principles of probability and statistics. Chapter 6 offers some personal reflections on how to perfect the direct election in districts or counties.The thesis, based on the case study, with the combination of both quantity and quality analysis, comes to the following conclusions: it is practical to carry out the direct election in districts or counties in China. The performance is beneficial to the people to be the master of their own affairs. The direct election of the deputy to the DPC of Changlang accumulates a lot of valuable experiences and they are worth popularizing. However, there still exists some places which should be perfected in the future.
