In the process of China's urbanization, because of cities' expansion and the divided and ruled system, a special phenomenon 'Villages in city" appeared. And this phenomenon caused a series of problems such as the transformation of'Villages in city", employment and social security of the formers lost their lands, and the disposal of countryside collective property and its further development. The improper disposal of these problems will directly affect social stability and economic development. In the process of speeding urbanization and reform, local governments pay more and more attention to the research and proper solution of the problems concerning 'Villages in city". In this paper, the author analyses the background of the appearance, features and causes of necessity of speeding the process of urbanization. The condition of the state, and systematic features. By using certain theories concerning constructing modern enterprise system and property right system, the author put forward the meaning of research on and giving impetus to "villages in city" reform and the problems to be solved during the reform process. On the basis of comparison and analysis of the different place "villages in city" reform practice indifferent periods and by analysis of Qingdao "villages in city" reform style, summarized Qingdao municipal government's experience on the division of government and enterprises, clearance of property, perfections of distribution system reform, standardization of legal person administer construction and scientific plan. Then in connection with the obstacles to further reform of "villages in city" and system. At present, the author put forward some helpful opinions and suggestions in order to be beneficial to the speeding of Qingdao Urbanization process.
