An Innovation Exploration Of Government Public Vehicle-using System

Problems and innovation in government public vehicle-using system (GPVS) are under discussing realistically now. According to review of the status and existing problems in GPVS, we can find the problems in GPVS have become heavy burden of all levels of finance departments. Government and people aren' t satisfied with this very much, and this isn' t also adapted to socialism market-oriented economy development. Some domestic economists have attempted to solve these problems and already have gotten some achievements. But in practice, these innovation plans have many bugs, such as lack of clear innovation aims and guidance thoughts etc. The design of these plans misses equity obviously, which is opposed by most departments and government employees.According to analysis of the existing problems in domestic GPVS and learning foreign GPVS experience, the author will attempt to build a new China-characteristic GPVS adapted to socialism market-oriented economy. Since the author has participated the GPVS innovation in Shenzhen City oneself, on the base of these experiences the author will design the basic frame and central contents of GPVS innovation and point the key problems that should be solved seriously in the innovation process. The aim of this paper is to push GPVS innovation further and reliably, lower the innovation costs, achieve realistic effects on GPVS innovation that benefits people and at the same time offer useful experience to domestic other brother provinces on GPVS innovation.
