| The traditional moral principle in value is that of the human central ism based on the doctrine of llUMAN IS ESSENTIAL. The traditional laws include the law on the environment.Under the influence of such a moral value, measures were always made by taking the human's interests and only their current interests as the starting point to solve the environment issues. Due to the existence of egoism some people stand for the view that they have the legitimate rights to take actions and develop the natural resources for use therefore, people are used to put their behaviors absolutely under the legal protections, and such sayings as KNOWLEDGE MEANS STRENGTH and MAN CONQUERS NATURE are nothing but a true reflection of human' s arrogance to natrue. Even though, the state has formulated a series of laws and regulations and taken measures to handle the increasingly serious issues on environmental protection,while making some adequate restrictions to the human's rights and freedom, such acts,in the final analysis, are always made by putting the human's intrests into the first considerations. In order to solve the increasingly acute environment, the state was used to issue laws and regulations one after the other, however, the results were not as good as the issuers expected, not just as they used to say that an excellent situation had prevailed over the land. On the contrary, things tend to go from bad toworse. To see truth from the facts, we came to know that the basic reason causing such a mess is, in essues, the matter of human's view onmoral value. Consequently, the increasingly serious environments in nature keep rewarding the immoral behaviors of the human beings. Practtice shows that the environmental law built on the traditional theory has no way to solve the environmental issues in modern time or, in the other word, it means that the moral value of human egoism has lost its ground for existence. When the theory on the moral value of human egoism was discarded in the world a number of new theories emerged such as the Bio-egoism, Eco-egoism and the moral value of sustained development, etc. the latter built on the common interests of both the human beings and ecologhy of nature is a new and modern concept on the moral values. this newly emerged concept has brought about a beam of new light to the solution of modern environment. the eco-law is an ecological renovation to the traditional environmental law by building in the concept of moral values of sustained development. as for whether or not the eco-law system built on the new maoral values can solve the modern environmental issues, it depends on the result of study in the value of eco-law itself.The present thesis demonstrates a primary study of this issuie by taking the moral value of sustained development as the trunk line and views the eco-law values form the angles of multiple visions, that is, the vision of philosophy,human's moral principles, economy, culture andaesthetics and came to the conclusion as follows:1 Study in the noumenon of the eco-law value came to the understanding that value does exist in the eco-law and it is necessary and possible to go on with the study in-depth.2 Study based on massive investigations has led to afresh understanding to the concept of eco-law. Meanwhile, based on the acknowledgement of the non-human-life bodies of their inner values, the thesis has expanded the eco-law value from the ordinary one in concept, that is, the term of value itself does not only belong exclusively to the human beings but also to other non-human-life bodies.
