Nowadays, the competition of the national power becomes more and more intense. The advantageous win, the disadvantageous lose-is the natu-ral rule and the existence rule of the world. Therefore, it requires the raising level of citizen quality. The illiteracy rate is 19% , while the person who re-ceives higher education is 9 %. We must realize the essential duty is to pro-mote the citizen quality . Education must play a very important part in it.At present time quality education becomes more and more important. People always mention quality education in many occasions and ignore citizen education in China. On the contrary, people always notice citizen education not quality education in foreign countries include Russia.
