The Fourth Plenary Session of the 18 th CPC Central Committee put forward the great strategic goal of comprehensively promoting the rule of law and accelerating the construction of a socialist country ruled by law,the first session of the 13 th National People's Congress voted to adopt the amendment to the Constitution and formally put "the leadership of the party" into the general outline of the constitution,which indicates that China is accelerating towards a new era of socialist rule of law.Under the background of this era,it is just the right time to study the function of constitutional education and promote the activities of constitutional education.Constitutional education is of great significance in promoting the steady implementation of the constitution,maintaining the authority of the Constitution and the rule of law,and promoting the modernization of the national governance system and governance capacity.Constitutional education is a kind of educational activity that spreads constitutional knowledge and constitutional concept to the educated,and cultivates the common people's legal thinking and the ability to participate in legal practice.The purpose of combing the functions of constitutional education is to clarify the ontological content framework and specific composition of constitutional education activities,and to derive the main content of constitutional education by elaborating the functional proposition,so as to provide operational guidance for the practical level of constitutional education activities.From the perspective of "national citizens",it emphasizes that the value orientation and fundamental goal of constitutional education lies in improving the overall quality and constitutional literacy of the public and shaping modern citizens with Chinese characteristics.On the basis of clarifying the specific connotation of "national citizen",the value orientation of constitutional education activities is fully clarified.The function of constitutional education is closely centered on the value orientation of constitutional education and gets direction guidance from the value orientation.From the perspective of value,norm and practice,we can study the function of constitutional education,and find that constitutional education has three functions: improving the quality of national constitution,improving the thinking of national constitution and strengthening the practical ability of national constitution.According to the thinking path of "function connotation-function practice dilemma-function guidance direction",this paper discusses the specific contents of the three functions of Constitution Education in turn.Among them,the function of quality can be summed up in three aspects: the quality of autonomy,the quality of community and the quality of constitutionalism;the function of thinking can be summed up in three aspects: the concept of constitution,the thinking of rule of law and the identity of the state;the function of ability can be summed up in three aspects: the ability of rational judgment,the ability of normative grasp and the ability of legal practice.On the basis of clarifying the specific connotation of the three functions of constitutional education,this paper discusses the practical difficulties faced by the implementation of the functions of constitutional education in depth by using theories and practical cases,and finally discusses in detail the corresponding solutions to ensure the effective play of the functions of constitutional education.
