Research On Bidding Standard Of Construction Market In Shaanxi

The construction industry is the key industry of the national economy, and has significant importance to the national economy. At the atmosphere of . Western Developing, the infrastructure constructions in Shaanxi province and the essential building markets of the country has more active than ever before. But because of immature construction market, imperfect market system, unsound legal system and unstandard tendering model, there rush in some law-against phenomenon in the process of construction bidding, which seriously trouble the system of bidding market. Under the background of our country entering into WTO, the construction industry joining with world market and Bills of Quantities formally being carried out in domestic construction market, it is necessary for construction markets of shaanxi province to have a standard bidding.Based on intensive investigation, literature search and the deep analysis of developing situation of construction market in Shaanxi province, major problems existed in bidding process of Shaanxi construction market are analyzed and listed, relating bidding theory as reference, standard bidding model with concrete situation of Shaanxi emphasizing on bills of quantities and the FIDIC terms model has been put forward with current reform of "bills of quantities and bid appraised without given bid price" being carried out in domestic construction market. Basic theory, operation model and the focus of bid appraising approach concerned by many experts of the building industry is discussed intensively, at the same time, important supporting environment for running of bills of quantities---FIDIC contract is discussed in details. Theconclusion of this study is meaningful for neatening of Shaanxi construction market, standardizing of bidding process, speeding up the process of reform of bills of quantities and developing of FDDIC contract.
