Establishment of electoral system plays an important part in China's political civilization construction, while designation of doctrine is essential to the electoral system as whole. Electoral procedure in modern nations must be permeated with the fundamental spirit of constitution: equality, democracy, freedom, constitution paramount etc. Electoral procedure reflecting the fundamental spirit of constitution shall include following aspects: election participating mechanism, formal candidates' election contest mechanism, ballot, ballot paper account and control of ballot mechanism, supervision and remedy mechanism. The prescript on electoral procedure in Electoral Law and Organic Law is comparatively sketchy, especially, provisions on the specification and introduction of formal candidates, requirements for voters, ballot paper counters, and controllers of ballot as well as limited direct election. Nowadays, worldwide democratic movement developing rapidly, guided by the fundamental spirit of constitution, China should continually improve its electoral procedure, raise public electoral consciousness, and practice authentic election. By doing so, not only can we give impetus to China's democracy course, but also press representatives and officials at all levels to discharge their functions as well as fundamentally change tendency of officials at all level to be responsible to higher levels not lower ones. In order to perfect China's electoral procedure, competitive election should be carried out thoroughly and mechanisms mentioned above should be innovated and practice nationwide election as soon as possible, which relies on the CPC strengthening its resolve to help political civilization forward.
