Research For System Innovation Of Non-public Enterprises In China

After the 16th National Congress of the Communist Party of China, especially after the Third Session of the 16th National Congress, the system innovation of non-public enterprise in the macroscopic level has made a great breakthrough, and the system environment around the non-public enterprise is becoming more and more equitable. Since then, the non-public enterprises should put the emphasis on the system innovation of enterprises. In accordance with the central contents of enterprise system and the developing stage of enterprise, the article discusses the system innovation of non-public enterprise in China.According to the central contents of enterprise system, the innovations in enterprise system include property system innovation, governance system innovation, organization system innovation and management system innovation. Enterprises in different stage of development have different emphases of system innovation. At present, more than 80% of non-public enterprises in China lie in the growing-up stage or in the maturing stage. So the focuses of the system innovation of Chinese non-public enterprise are property system innovation and inner governance system innovation. Firstly, the goal of property system innovation is to build up perspicuous property system and decentralization as well as mobility. In order to make property right perspicuous, the new-founded firms should divide property right clearly at the beginning; other enterprises should separate the property right as soon as possible. To decentralize the property, the enterprises should accept more strategic investors as well as splitting the property within the families. To make the property right mobile, the firms should have the property right securitized at proper time. Secondly, the goal of inner governance system innovation of non-public enterprise is to choose the suitable inner governance model based on their real conditions. Firms different in scale or stage of development should set up or perfect different governance system, too.At last, most of non-public enterprises in China are family enterprises, which will keep on staying with us in the long run. So the goal of system innovation of family enterprises is building up modern family enterprise system instead of abandoning family enterprise system completely.
