A Study On The Policy Support Of Small-and Medium-sized Enterprises Development--Exemplifying The SMEs In Xi'an

No matter in theory, or in the economic and social life, the small and medium-sized enterprises ( SMEs) can't be ignored and has irreplaceable function in national economy. This is not merely because SMEs can accelerate the technological innovation, emerging industries and enlarge employment, etc. remarkably, the SMEs is still play a very important role in narrowing regional disparity, accelerate the industrialization, urbanization process,etc. However, because its small scale, little fund, weak technical force, the SMEs is weak in the market competition and should be protected and supported by the goverment even more. It's an important strategy for China to expedite the SMEs' development during the process of transforming to market economy.It's inherent regularity for the SMEs growing vigorously in every country in the world. Collect a group of theories (expenses economics of the trade, property right theory, industry separately etc.) and quantitativeresult of study, I try to explain inherent economic law and characteristic of the SMEs' existing and developing. The character of SMEs' small, efficacious, fast, business administration chain and the short approve route destined that the private ownership of the property right is more suitable for the SMEs and make the entrepreneur's function become the key factor of the SMEs' producing and developing. The industry cluster helps the SMEs to lower costs by socialize the advantage cooperation, improve its' market competition.Regardless of the developed area or underdeveloped area, regardless of the developed country or the developing country, it is emphatic work for the governments to accelerate SMEs' development. There has accumulate a large amount of experience to stimulate our thinking deeply and draw lessons from in many aspect, such as the government' managements organization structure, policy system construction, the entrepreneur's cultivation, optimization of social service system, external environment condition and industry cluster rationally.The strategy of the SMEs' development should be identical with the development strategic objective of the whole country. How to support the SMEs' development at present? This text proposes eight suggestions after analysis Xi'an as example of our country: 1. Structure the perfect management organization of government; 2.Set up and amplify the policy system of small and medium-sized enterprise; 3.Set up the relativelyindependent financial system of SMEs; 4.Accelerate state-run SMEs' quit paces; 5.Pay attention to the cultivation of the SMEs' entrepreneur (the operator); 6.Strengthen the construction of social service system; 7.Reduce and start an undertaking the threshold, implement light tax fee and wait for the support policy; 8.encourage industries' cluster in the SMEs' development.
