| State-owned enterprises reformation, as the main body and the prop status in the national economic system, has always been the heavy center in our national economy reformation. However, with the development of state-owned enterprises reformation, all kinds of contradictories in various social estates are also emerging. One of them is the contradiction between the redundant enterprise personnel and the massive people unemployed.In December of 2000, State Council issued "The Notice About Consummating the Experiment of Cities' Social Security System ", which ascertained Liaoning province as the only experiment site instructed by the State Council directly. One of the important reasons is that: Liaoning province, as the national old industrial base and one important part of state-owned enterprises reformation, has too high proportion of retirement people, which induces social security reformation to encounter great difficulty. However, from a more macroscopic angle, this reformation in Liaoning province also inevitably has the very strong typicality and will offer abundant experience to the resemble reformations in other areas. At present, the social security reformation in Liaoning province is coming to the end. Which difficulties did we encounter in the reform process? Which experiment experiences did we have, and what all these inspire us? Based on this, in this article, the author attempts to summarize the experience of the social security reformation in Liaoning province, and, in view of the difficulties standing out in Liaoning experiment site reform, propose our corresponding suggestions.1.Theories' summary and appraisalThrough the summary and appraisal about the Marxism social security thought and the west social security theories, deepening the understanding on the development characteristics of the social security and welfare system under the socialized big working condition, we will discuss closely theory basis of the social security system's development, theoretically explaining and analyzing the different reasons and characteristics of the countries under different political and economical background to establish the social security system, indicating that the essence of the social security is the continuing of the social product assignment in the subsistence means field, and summarize the correlated viewpoints of different theories in six aspects.2. The necessity of social security reformation Through the summary and analysis about the main pattern of the social security system in our country, in aspects of the vicissitude tendency of population structure, the account establishment and management pattern of social security system, as well as the development of the socialist market economy reformation, the author indicate that, along with the unceasing development of overall national economy and the establishment and consummation of the socialist market economy system, the traditional social security system can not adapt to the further market economy reformation, demonstrating that, in the current situation, it is inevitably and important to reconstruct a new the social security system conforming to the market economy.3. The core measures of social security reformation in Liaoning Province and its universal significanceIn the base of the reorganization and the inspection of the massive material and related reports, we will carry on the simple summary about the core measures and experience of social security reformation in Liaoning province, pointing out its universal serviceability in other provinces' resemble reform.
