Establishment of market economy system and prosperity of social life promote awareness of urban communities, and break up intensified urban administration of command economy. Encountering great changes brought about by transformation of systems and social construction, government should shift more self-power in economy and other fields, especially the field of market and social life, to urban community entity-organizations of residents' self-government slowly, rationally and gradually. Therefore, government and society can interact with each other, and governmental administration can cooperate, accrete with community autonomy, and optimize each other. Then their concerted development gives rise to the optimal administration of urban communities. The practical construction of urban communities, however, departs from the concerted development of urban grassroots government and residents' self-government. The arising conflicts even affect the healthy development of urban communities considerably. Thus the sound solving of the problems is vital to social life of China, or even critical of the reform and constructionOn the basis of the fundamental political, administrative, and sociological theories and relative data, this thesis makes an insightful study of the concerted development of urban grassroots regime and residents' self-government in the specific situation and regulatory background in China, by adopting the methodology that combining the diachronic and synchronic analyses, and administrative and academic researches.This thesis consists of five chapters:Preface: Outlining the background, objectives, literature review, and general thoughts and methodology of the thesis;Chapter 1: With the departure of the conflicts and contradictories in thepractice of the construction of urban grassroots government and residents' self-government, this thesis puts forward the theme: to realize the concerted development of urban grassroots government and residents' self-government;Chapter 2: The thesis analyzes and interprets the definition, standards, key features, and significance of the concerted development of urban grassroots government and residents' self-government;Chapter 3: The thesis elaborates the certainty of realization of it that is both inevitable direction of social transition, transformation of systems, and necessary requirement of system and requirement of construction of urban communities;Chapter 4: The thesis further discusses the theoretical basis and common foundation of the realization of urban grassroots government and residents' self-government.Chapter 5: The thesis analyzes the principles of the concerted development of urban grassroots government and residents' self-government in followed by the measures of the realization of it: 1. the cultivation of urban communities and optimization of their environment; 2. the strengthening of the Party's nuclear supervision of urban communities-, 3. the establishment of intermediary agencies to bridge the gap between the grassroots government and residents' self-government; 4. the reasonable separation of powers and elaboration of responsibilities, 5. the concerted administration in line with laws;The contribution of this thesis is as the following: 1. It takes both the grassroots government and residents' self-government as the subjects; 2.1t adopts the perspective of the discussion of the concerted development of urban grassroots government and residents' self-government; 3.It elaborates the feasibility of the concerted development of urban grassroots government and residents' self-government with the employment of the methodology of the combination of the theories on the local autonomy, the relationship between the government and society in Marxism, and Haken's theory of coordination.
