Contents: The rule of law cost refers to the payment for obtaining the rule of law income. Specifically, it includes what the party pays for in the labor, material resources and the time for realizing right, implementing the power, fulfilling the duty in each phase of the lawmaking, justice, law-enforcing and law-obeying. This kind of payment may be some money which is paid with wealth and properties, and also possibly may be some sacrifice or disadvantages. The consciousness about the rule of law cost is the people's thought, standpoint, knowledge about the rule of law cost. Nowadays the citizen's consciousness about the rule of law cost in our country is so weak that blocks the rule of law progress seriously. Cultivating the citizen's consciousness about rule of law cost has got the important meaning. It is the epistemological premise in rule of law in developments, benefiting to decreasing rule of law cost. The contents of the consciousness primarily includes: Cost consciousness about the limitation of policy function; cost consciousness about the lowering in efficiency in some aspects sometimes; the consciousness about substance justice that can't get sometimes; the consciousness about expenses in law will increase; the consciousness about the limitation in power of government etc.. The ways that cultivates the citizen's consciousness about rule of law cost are primarily following as: Making the law uppermost, making good law, righteous in justice, law-educating and good in medium-optimizing and so on.
