A Study On Local Owned Scientific Research Institutes Changing Into Enterprise-operated Model

In the year of 1999, the State Council of the Central Government has put forward to promote the local owned scientific research institutes (LOSRI) to transform their system for development. The system reform of LOSRI has become to real stage. With the development of society and economy, the reform of science and technology system is going up .It is the requirement of science and economy development undertaking and an important and durable task in management science. Though many relative policies have been made by the central government or local government, the system reform now is still going on roughly, because most of them are not detail and operative.Focused on LOSRI , style running by studying real examples and some counter, this article probes paths and approaches for LOSRI from the angle of management science . This paper used a great deal of relative documents and data from the research institutions, discussed the evolution and present situation of LOSRI, the SWOT of LOSRT. This paper based upon experiences from some provinces, 13 reform models are initiated and illustrated by modeling diagram of transition and reform. The author also tells how to solve these problems by the learnt comprehensive knowledge.Finally, the writer taking Luoyang Institute of Forestry as a case, analycized its importance in our country forestry. Reform models of deepening its reform are given in this paper, too. Furthermore, the writer put forward his own opinions and suggestions on how to developing the Luoyang Institute of Forestry.
