In order to get rid of financial crisis, credit crisis, management crisis, etc which government confronts, and also to positively deal with the requests of globalization and information, most countries have been performing administrative reforms since the 1980s, with the aim to revive the administrative activities by finding out new administrative ways, modes and developing power. Therefore, a worldwide government reform has been raised. In this overwhelming trend all over the world, governance, as a new theory in development, has become the significant in word in political theory, respondent to the great changes in the practice of administrative reforms among the western countries, and begun to take some effect. Nowadays, to adapt to the society, improve the administrative efficiency, strengthen the economy construction and avoid the low efficiency in public administration in its establishment of the market-oriented system and rebuild the social belief, which is based on the new validity, China will consciously or unconsciously join this overwhelming attempt of modernization of administration. Though the difference between our country and western countries on the condition of China, and the range, contents, and the model of the reform of administration is obvious, we can still grab the same central theme and similar veins of administrative reforms through the complicated surface of western administrative reforms. So, this essay tries to start logically from the governance theory, and hopes that by thoroughly explaining this academic resource and theoretical frame, by analyzing the methods and ways of western government reforms and also by taking Chinese modernization of administrative reforms as target, this essay can work out the best combination of administrative reforms and governance theory, and raise the point that China should establish a reasonable government. With its focus on four aspects, that is, bringing up the citizen society and intermediary organizations, re-establishing the role of the government, producing administration according to law and strengthen the interaction between the government and citizens, China will actually bring out its better governance with the Chinese characteristics on the basis of its summary, improvement, reform and renovation.
