Study On Government Supporting System In Taiwan Scientific And Technological Medium Enterprises

Since 1980s,the development of the small & medium-sized scientific & technological enterprises based on high technology are the focus of various countries' governments and theory circles.Especially, the small high-tech companies in us silicon valley and other newly-developing industrialized countries and districts, including the success of small & medium-sized scientific & technological of high-tech industry brought from this, have aroused people's strong interest in this kind of enterprise.The successful experience of small & medium-sized enterprises in world main countries(or districts) indicates that government policy plays an essential role in the course, it's of great enlightenment for our mainland's improving of government-supporting system to study the supporting and encouraging policy taken by Taiwan authorities to promote the development of small & medium-sized scientific & technological enterprises.The article consists of four parts.The first part describes the government policy and small & medium-sized enterprises relation theory, while analyzing the relevant theory, meaning, position and function of small & medium-sized scientific & technological enterprises. It describes the policy of bringing about the development of the enterprises.The second part describes the supporting system of Taiwan towards small and medium-sized enterprises, including the basic situation of small & medium-sized scientific & technological enterprises, It analyses especially Taiwan authorities adding policy of updating small & medium-sized scientific & technological enterprises, including scientific & technological policy, special management organization, coach system, financial policy, tax policy, financing policy, the opening of research base.The third part discuses the enlightenment brought from the government behavior in the development of small & medium-sized scientific & technological enterprises of Taiwan. It describes the overall government-supporting policy in Taiwan at first. Then it supporting the viewpoint that we should focus on our own situation & features to put forward new supporting policy of small & medium-sized scientific & technological enterprises in mainland.The fourth part describes some thoughts and consideration of improving our government-supporting policy. Having drawn lessons from other successful experiences, the author puts forward several proposals, such as changing government function further, standardizing government behavior, strengthening the service of government to small & medium-sized scientific & technological enterprises, accelerating the establishment of new system environment which is favorable to innovation, and constructing perfect financial supporting system.
