The Security Council reform is the most critical and the most difficult part of the United Nations reform. It relates to the United Nations' existence and development. At present, the Security Council reform focuses on three aspects: the Security Council policy-making mechanism constitution and working mechanism , and it mainly involves three problems : veto expansion and democratization .Veto itself has ambiguity, and some permanent members abuse veto seriously, which seriously prevents the Security Council from functioning smoothly. The Security Council reform becomes the general trend of the time. The emergence of veto has historical necessity and progressiveness. At present, veto still is the foundation and pillar of the United Nations, and it is the buffer of the great powers' contradictions, so veto can't be abolished. But veto must be limited in order that its negative effect can be reduced.In the Security Council, the proportion of the developing countries is too small, and the geographical distribution is not equitable. Many countries put forward all kinds of reform proposals. The Security Council reform should aim at the improvement of the Security Council's effectiveness and efficiency. The Security Council should increase seats for the developing countries and accept some great powers at the same time. The new permanent members should not have the right of veto.The informal consultation of the Security Council is unfavorable for other members to participate in the Security Council policy-making. The transparency of its work must be improved. The Security Council should frequently submit detailed reports to theGeneral Assembly, and should try to let other members participate in the debate and policy-making procedure. But five permanent members' inner consultation cannot be abolished.In fact the Security Council reform is the reassignment of the members' power and benefit in the United Nations. The Security Council reform must comply with the purposes and principles of the UN Charter and insist in the principle of reaching unanimity through consultation. The Security Council reform can affect China in both favorable and unfavorable way. China always supports the steady reform of the Security Council. Due to American hegemonistic strategy and the problems inside the Security Council, the Security Council reform can't have great breakthrough in a short period. In the first two decades of the 21st century, the Security Council reform is hopeful to make great advances.
