After joining in WTO, China has to face main problems as follows when replying to anti-dumping: The specialty of Chinese economy extents the discretion of foreign inquisition authorities; The "non-market economy" standards perplex Chinese enterprises still because the reformation of socialist market economy in China is not finished yet. To solve these problems, Chinese government and enterprises have to continue todeepen the reformation of economic system and the legal system of enterprises and complete five missions as follows: To abrogate the dual-lawmaking standards which distort the market image of Chinese enterprises; To deepen the reformation of the system of the ownership of enterprises and reduce the public enterprises and ones controlled by public and realize that the capital of enterprises is socialized really; To Perfect the legal system of individual affiliated enterprises and establish new legal system of it; To establish new system of export and import trade; To perfect the system of information publication of state-trading enterprises.
