The Development Mode Of Supervision Service In China

The mode of supervision service, which is mainly used in construction supervision, is researched in this paper. Based on the supervision system of engineering project, this study analyses project management and supervision market that are two great factors in the supervision system of our country, by applying the theories of project management and industry economics. Simultaneously, integrating with the influence of the exterior factor, this research discusses synthetically the mechanism of the supervision system of engineering project.Applying ( PM)2 model, this paper appraises qualitatively the level of project management in China. It is considered in our country that the level of project management is the forth degree of maturity in a few of joint venture project; and that of project management in many project are the third or the second; still minority of project is the first. The circumstance determines that there are several degrees of supervision service simultaneously in our country. Namely, in the individual general contract the Chinese supervision company proceed all-directions engineering service, cooperating with foreign consultant firms by the mode of EPC, BOT, CM; in the professional industry project they provide the whole process with the design company; in general civil construction and municipal engineering there a lot of stage professional sendee.Appling the theory of industry economics, the article analyses the supervision market, deduces that the concentrate rate of supervision industry is lower in our country, by the concentration rate of supervision industry: CR8=8.6%. The supervision market is typical no-concentration competition market. At present the proportion of supervision enterprise is 1:4.5:2.6 among A, B, C grade, this study considers that the enterprises should be promoted to polarization development, changing them into large complex or middle and small professional company, in order to satisfy the need of increasingly enlarging of the engineering scale, diversification of manage mode, diversifying the supervision service.By analyzing engineering manage mode and supervision market, considering the wholedevelopment of the building industry, this article draw these conclusion as follows: the thought mode of the engineering service should be developed from accepting passively the service claim to actively bring up the project intention to owner and guiding industry development by grasping the industry tendency; the engineering service method should be changed from providing several independence engineering service to the integral complex service; the engineering service object should be altered from only serving for owner to providing service to diversification customer; the engineering service means should be altered from depending on the single software to manage the engineering to the management information system, then the supervision service can acquire new development.
