With the development of the electric power sector reformation, which performances at the core of separation between power plants and grid as well as the output quota at the basis of competitive prices, the former Heilongjiang Electric Power Company reforms as the Heilongjiang Electric Grid Company (referred as the Grid Company hereafter) through peels off the power generating assets. The new company is only in charge of power transmitting and sale in the Province, and its functions should be modified inevitably. Consequently, it is indispensable to analyze the inner and outer environmental conditions of the Grid Company and stipulate for the sustainable developing strategy.At first, this article describes the supplies and demands of electricity, market structure, macro-economy system, modern enterprise system, and relevant theories, definitions and conceptions of strategy management.Secondly, this article analyses outer environmental conditions faced by the Grid Company such as economic environment, electricity consumers, enterprise owned power plants and grids, power suppliers market, and electricity regulating, and also analyses the opportunity and threat by utilizing strategy management evaluating model of environmental elements. At the same time the writer analyses and compares the competitive superior and inferior position between the Grid Company and competitors by using the method of evaluating matrix of strategic key factors.Moreover, this article anatomises the inner environmental conditions of the Grid Company including finance, organizing structure and human resources,marketing, quality of services and relations with clients, technology and innovating ability, analyses the resources be in possession of by the Grid Company and the superior and inferior position of the company.Finally, this article sets out from the mission and strategic orientation of the Grid Company and draws out the strategic target, then, choice the appropriate strategy category through the qualitative analysis and the method of strategy group model. Accordingly, maps out the strategy of the Grid Company and put forward a plan of the strategy implementation.
