The Law-thinking About The Administration Of The Valley Of Water Resource In China

Water is man' s indispensable material condition for existence. At present, The problem of water resource is very serious in China. In view of its natural character of floatation, it' s necessary and possible to carry out the administration of the valley of water system. On the basis of the new formulations about the administration mechanism of water system in the new Water Law, which was passed in August 2002, this thesis makes systematic research. Specifically, this thesis consists of four parts. Part I is about the definition of the administration of water valley; Part II is about the foreign relevant formulation about the administration mechanism and enlightenment from them. It is mainly about the study of the administration mechanism of water system in America, France and Japan. Part III is about the formulations about the administration mechanism of water system in China' s Water Law and the existing problems. Detailed analyses have been made of China' s current legal provisions about the administration of water system and defects. Part IV makes suggestions of perfecting the administration of the valley of water.
