The third plenary session of the Eleventh cccpc marked the beginning of the transformation of Chinese society. Along with the adjustment of rural interests structure, many potential factors which restrict the development of the rural economy are becoming visible. The existence of these factors leads to peasant income keeping a long-term low level, and make rural economy develop slowly. The report of the sixth cccpc pointed out, the key to compare hensively construct well-off society is rural areas. Den Xiaoping emphasized many times, "If the rural areas are unstable ,the whole political situation in china will be unstable. " How to solve problems of restricting the development of rural economy set a new task to our party and government in the present century.The present paper attempts to probe into the main factors of restricting the development of the rural economy during the transformation, and it takes the factors as follows: the tense relation ship between person and land; disharmony between city and rural areas; the level of agricultural productive forces is low; the adjustment of rural industrial structure is not advanced, Various policies about reform and implement are imperfect. The present paper puts forward possible countermeasures. in the end, the paper points out that speeding up the development of the rural economy is the important substance to construct well-off society, and is necessary for socialism modernization, In addition, it has a profound and lasting practical significance for keeping social stable and consolidating socialist system.
