In our country, along with the economic system which transferred from planned economy to socialism market economy after the reform and opening to world, urban economy was developed greatly, and the original function structure and matter establishment of city could not adapt to social need as well. Furthermore, with the growth up of socialism market economy, city was going through rapid and sustainable change, urban economy developed rapidly and urban land rearrangement was carried out unprecedented in scale and speed, and the latter was highlighted and turned into the key of building and hotspot of attention gradually.Land rearrangement had already been the key measure of utilizing land intensively and realizing sustainable development in most of the countries. Land rearrangement was gotten regard widely by academe and government in our country, which currently mainly focused on land consolidation, especially on agrarian homeostasis, and inadequate to urban land rearrangement. The situation was not only depressed the whole benefit but also restricted in sustainable development. Therefore, under the Chinese current circumstance that economy developed rapidly and social structure progressed sharply, a whole and systemic research of urban land rearrangement on existent important problem and paradox between "building" and "living" would no doubt help to change lag and fill up limitation in theory and method of urban land rearrangement, and take on important meaning and theory value in guiding effectively practice and so on.The main research contents and conclusions in this paper were as follows: 1.Based on summarizing systemically study on urban land rearrangement of countries home and abroad, research was carried on including correlative concept, pattern, basic theory,researching technology route, and researching thoughts about urban land rearrangement.2.As the premise of urban land rearrangement planning, research on selecting rearrangement zone was carried on, including its principle, acting procedure, decision-making method and steps, etc.3.The target and its confirmable principle of urban land rearrangement planning were put forward definitely.4. The concept, economic character, benefit analysis and analytic methods of urban land space structure were put forward, acted as urban land rearrangement planning.6.The index system and appraise methods of the actuality appraise and the planning project appraise were established, so as to realize better scientificity and rationality of urban land rearrangement planning.7.The policies research was carried out on implementing urban land rearrangement planning.
