Harmonious Management Mechanism Of Technology Innovation And Patent System

This dissertation is a study on the harmonious management mechanism of technology innovation and patent system. It is aimed to find an efficient management mechanism that may improve the technology innovation capability and increase the quantity of original patent. Based on the former studies of China technology innovation and patent system, this dissertation gives an analysis to China technology innovation. It is pointed out the fact that causes the low efficiency of present management in technology innovation is the ignorance of the natural connection between the technology innovation and the patent system.This dissertation focuses on the following contents.Firstly, it is pointed out that the most efficient measurement to maintain the fountainhead of technology innovation is management innovation, nevertheless, the merge of technology innovation and patent management cannot achieve without the support of relative management policies. Therefore, this dissertation, for the first time, applies Prof. Xi Youmin's theory, Harmonious Management, to the study of technology-innovation and patent system, and constructs a harmonious management system of patent system and technology innovation and studies every key part of the harmonious management.Secondly, it is pointed out the fact that causes the short of the patent is the disintegrity of patent property right, and the resolution should be to practice the harmonious management system in the innovation including the personification of service invention, the capitalizing of incentive and the holding of shares and futures.In the final analysis, it is concluded that to achieve harmonious management of the science & technology management and patent system, the well-cooperation of the government's policy and the detailed rules is a necessity. Besides, this dissertation makes a further study on the encouragement mechanism of patent property right and the multi-prize appraising system.
