Land, equipment and capital are no longer the most important factor, which cause a country, a region and an enterprise rich. Only human resource is the most active and decisive factor in all-productive factors, and it is called the first resource because of the significance to economic growth and social development.The manpower management is influencing worldwide as a new management theory and becoming the main idea. This indicates the argument about human and human advance is worth of investigating. How to exploit labor's latent potentiality and how to bring all the positive factor into full play set a new task of modern bussiness management in which fairness is a matter of common interest and discussion continuously. The improvement of labor productive and individual all-around development are impacted and restricted by the level of fairness directly.There is some theoretical innovation in this paper.
