Studies On Shanghai Co-operation Organization

Shanghai Cooperation Organization (SCO) originates from the "Shanghai Five" and is a new regional multilateral cooperation organization including China, Russia, Kazakhstan, Kirghizstan, Tadzhikistan, Uzbekistan. Its establishment is a reflection of the new changes of international relationships at the bilateral and multilateral levels. The "Shanghai spirit" formed in the process of the development, characterized by mutual trust, mutual advantage, equality, joint consultations, respect for cultural diversity and the desire for joint development, has become the essence of SCO.Under the guidance of "Shanghai Spirit", Shanghai Cooperation Organization has created a new mode and conception of regional security through its rich experiences in seeking for a new security environment. It upholds that security should be based on the common security, development and mutual trust between the member states. The member states of the Shanghai Cooperation Organization firmly adhere to the principles of resolution of all issues through joint consultations on equal status, non-use or threat of use of military force, and renunciation of unilateral military advantage in contiguous areas. It will not seek for the establishing of military alliance and similar political system. Under the guidance of the "Shanghai Spirit", Shanghai Cooperation Organization has created a new mode of regional cooperation through taking "mutual benefit" and "double win" as the aim of cooperation. This new mode of cooperation insists on principles like equality between different countries, common agreement, the primacy of security and cooperation basing mutual benefit while the areas of cooperation is comprehensive, involving areas such as politics, economy, culture etc. The establishment and development of SCO is in the interest of safeguarding the security, stability and the economic development of its member countries. It has a bright future of development for it is in keeping with the trends of the modern era, which is peace and development.Shanghai Cooperation Organization is the first international organization named after one of the cities of our country. Its establishment and its future development are indispensable from the efforts of China. From the perspective ofChina, Shanghai Cooperation Organization is of great significance for the amelioration of its neighboring security, its modernization and the realization of the goal of making its people comparatively well off (both materially and culturally). This is also the manifestation of China's endeavor and insistence on casting off the "Cold War mentality", establishing a new security mode and the establishment of a just and rational new international order. To further promote the development of Shanghai Cooperation Organization, China should keep on developing good-neighborly relations with surrounding countries, encouraging effective cooperation between them in the political, trade and economic, scientific and technical, cultural, educational, energy, transport, environmental and other spheres, so as to promote its internal cohesion. In turn, this will provide advantageous conditions for the development of SCO and the consummation and strengthening of its mechanisms.In this new era, Shanghai Cooperation Organization is facing both challenges and opportunities for future development. It's firmly believed that SCO will have a bright future and all the difficulties will be overcome so long as all the member states can cooperate on a larger scale basing on mutual trust, mutual benefit and consultation on an equal status.
