A Study On The Current Situation, Causes And The Countermeasures Of Farmer's Poverty In Modern China

The essence of Chinese problem is that of the farmer. The opposite is the same. In the country of "13 billion people, 9 billion farmer"it is all within the reason however you emphasize it. On the contrary, despite the problem of farmer affects the problem of China adversely. Facing up to the problem of China, analyzing it, solving it are of momentous current significance and far-reaching historical significance to the building of well-off society in an all-round way and the socialist modernization in China.The poverty of peasant is a social problem. The cause, consequence, obligation and solving measures come from society and depend on society. With the poverty of farmer as the core, the external expression such as the poor group in economy, the backward group in culture, the weak group in politics as the basement, with the self-organizing methodology as the theoretical foundation, the conditional methodology of self-organizing, kinetic methodology in synergetics as the aspect, this essay analyses this problem from the aspect of the environmental factors (the partition between the city and the country; one country two policy and household registration system and other natural conditions) of farmer's poverty, from the aspect of motive mechanism (competitive and corporation)of the farmer seeking development, from the aspect of supercirculation_ the recycling use of resources .Then we conclude that the root of farmer's poverty that is the reduction of natural resource farmer relying on, the lack of competition and corporation, the poor efficiency of the resource use. Then we give the corresponding countermeasures: first, improve the environmental conditions_ finish the partition between the city and the country, abolish the household registration system, reduce farmer's burden, better the employment policy, give the farmer national treatment; take the strategy of "industry compensate agriculture" increase the investment in agriculture, optimize the natural environment in countryside. Secondly, perfect the motive mechenism_ opimize the competition and corporation, establish corporation institute of farmer, implemented the strategy of country revitalization through science and technology. Thirdly, supercirculation of the resource using_ develop human resource in country, supercirculation use of country human resource, so we must reduce the population of farmer, taking the road of urbanization.The particular feature of this paper is that it used a method of self_organization which is the forward method of science and technology in 21st century to analyses the poverty of farmer in our country deeply and systematically, it also gives anew train of thought and a new theoretical foundation.
