An Analysis On The Application Of Hub-and-Spoke System For The Civil Aviation Developing Strategies In Western China

Transportation development is always prior to economic development. The fast development of economy in western China makes enormous rooms for the development of transportation in this region, and foster large market for the development of air transport. At the same time, as the speeding up of transport infrastructure construction, the fast development of railway and high way transportation and the progress of their service makes the competition more fierier between air transport and its substitutes; as the accumulation of problems after fast development under the protection of government and monopoly operation in a long time, the aviation transport structure of China becomes unbalanced, and negative competition was caused by structure excessive entering. Under the comprehensive affecting of upper elements, the benefits in civil aviation transport industry decreased enormously from 1998,most of the airlines become deficit. This paper points out that there .are many ways to enhance the whole western region aviation transport competitive ability, standardize the competing methods of the market, but the most critical and basic way is the regional air routes distribution.This paper aims to analyze the issue of air routes distribution in western China under the situation of western region development. With the terrain limitation in western China, high way, railway and water transport efficiency are limited, aviation transport has been playing an important role in this region for a long time. As the implementation of western region development and the entering WTO of China, the environment of air transport has changed a lot in this region. Social economies are developing faster, market economic system and competing ways are becoming more legal, and competition from foreign countries is more and more fierier. All of these brings large chances and challenges to air transport in western China.This paper analyzes the upper issue from multiple angles. By introducing the theories and applying effects of Hub-and-Spoke System(HSS) in foreign countries, combining with the current conditions and developing requirements of aviation transport in western China, the author analyze the necessity, urgency and feasibility of developing HSS in this region and give the procedure and aim for the development of HSS in western China. With the combining of qualitative and quantitative analytical methods, the developing trend of aviation transport in w.estern China as well as all over the country is predicted, and the forces of supplier and demander are analyzed, the applying prospect of HSS in western China is given based on the requirement of pledging co-promoting, co-development of both supplier and demander. The author point out that HSS can resolve the main questions and basic contradiction of civil industry development in western China, and establish a hard basement for the long and sustainable development of civil industry in this region. Further more, a plan of hub airports distribution in western China is given. Through analyzing the difficulties of applying HSS in western China in recent time, some practical methods are given about developing HSS and getting support from government and other concerning department.It is hoped that this research is helpful for the understanding of the situation and tasks faced by civil aviation transport in western China, the function of HSS in this situation, and how to develop HSS in this region.
