The operation and management of the socialist port enterprises play an important role in the administration of national economy. In pace with the deepening of the economic restructuring, port enterprises call for modern management both in theory and practice. The General Manager's Performance Evaluation System, based on the nuclear relationship of an enterprise, is the method to manage enterprises, which is established on the basis of the supervision and inspiration of the General Manager. Traditionally, the system evaluates objectively and impartially the conducts of the GM afterwards. In accordance with the evaluation, a rewards & punishments plan will be worked out so as to inspire the GM. Being outdate and simplistic, the evaluation method attach too much importance to the short-term financial index, fostering the short-term success and opportunism, which will do harm to the long-term development and evolution of the enterprise.In the new era of strategic management, the enterprises to survive and develop are supposed to draw up the correct and clear strategic plan in view of the complex manage and develop the unique advantages according to their position. Therefore, to satisfy the demand of strategic management, the GM's performance evaluation system is developing towards the phase of strategic performance evaluation. The advantages of strategic performance evaluation are to evaluate and guide the GM's performance according to strategy. In this way, the system can not only evaluate the strategic performance of GM, but also instruct the GM to reach a correct decision in line with the strategy. Indeed,the system has developed into a tool for strategic management.The purpose of this thesis is using the latest achievement in current performance evaluation and the characteristics of managing port enterprises, to establish a practical GM's performance evaluation system for port enterprises.The thesis comprises six chapters.The first chapter focuses on the practical and theoretical background of the subject, which builds up a framework for research in view of the imperfection of the traditional theoretical system.Chapter two, by exploring the general theory of GM's Performance Evaluation System, defines the theoretical category of GM's Performance Evaluation System and gives an introduction to the inner structure and history of it.Chapter three introduces two latest techniques for GM's Performance Evaluation System, one is the EVA index which is able to evaluate the financial performance scientifically, the other is the Balanced Scorecard which helps to set up the strategic performance evaluation index system.Chapter four expounds on the process of establishing the GM's Performance Evaluation System for port enterprises, mainly including the ideas of system designing and the designing of the indexes system as well as the choice of the comprehensive evaluation method.Chapter five explicates two calculation examples, which set forth the method of calculating the EVA index of port enterprises and the operation of the consequential comprehensive evaluation method.Chapter six, the last chapter, serves as the summary of the thesis, aiming at pointing out the direction for future research; moreover, it is hoped to inspire those who show interests in this subject and give a spur to the author herself.With the forming of the main body in market competition and various investments, there is ample scope for this system.
