The Great Changes Of Power Supervision Conception In Transitional Period

The thought of power supervision existed in ancient times. However, it is impossible to be just and national under the traditional dictatorial system. Therefore, the ghost of power corruption , floating along the earth of China for several thousands years ,has not been exposed and criticized thoroughly all along. After the foundation of New China, the elementary institution and system of socialism still couldn't promptly root out the soil breeding power corruption. On the contrary, socialist China in its transitional period has been seriously affected by the "global gray plague ", which naturally causes a lot of worries and considerations. Today, people who are more rational have gradually recognized we must fight against power corruption from where it comes from. That is the revolution of the conception of power supervision.Power corruption in traditional society has reproduced a variety of unfamiliar forms because of the sharp changes of outer and inner conditions in the transitional period. All of these changes have been shocking and distilling the conception of power supervision continuously and making it change on a sly. This thesis focuses on studying the changing conception of power supervision .It begins with the prelude (international and national backgrounds) of the conception of power supervision in the transitional period; then analies its stage (in the times of planned economy) and course(from idealism to ration-orientited);fmally probes into its distilling form -institutional innovation, posing a systematic mould of para-vertical leading discipline inspection and control. Here, the thesis tries to study the problem of power corruption form theoretical layer to practical layer.
