A Study On The Reform Of The Township Administrative System In China

As an essential organizational part of the administrative system in China, the township administrative system is a systematic engineering .which involves such factors as political affairs, economy, culture and other issues.From administrative viewpoints, this paper does tentative research on some basic problems arising from the township administrative system, and on some principle problems concerning the reform.This paper consists of four parts. Firstly ,by investigating the history of the reform of the township administrative system ,the paper sums up the essential characteristics of the reform conducted in the towns and villages since 1983,when the town - level government was resumed through seperating government administration from commune management.Then, the paper comes to the core parts, the second part and the third part. Starting loath analyzing the status, the functions and the organizations of the town -level government, the paper ,full and accurately, describes the current situation of the township administrative system, and reveals its hazardous problems. These problems ,arguments the paper, composes the factors as follows :confused duties and rights originating from functional malposition, disordered relations rooting in the changeable hierarchical structures and bitter inefficiency coming from the inflated departments. How did the problems come into being? The paper answers convictedly that, the origin stems from two points first, the current basic frame of the administrative system was set up in conform with the traditional planed economy. And second, the administrative system is not legitimate, After finding out the problems, the paper tries to resolve them, in order to put up an efficient and canon township administrative system, which is going to be adapt to the socialist market-oriented economy. You can find that, the paper lays emphases ontheoretical analyses, It assumes that we should reconstruct the township administrative system from the following four countermeasures.Finally, the fourth part of the paper compares the theory put forward in the paper with the practice engendered in many tows, by which the paper thinks that there comes some main trends. For example, there is a new kind pattern named "town _over village" in the reform of the system, and there is a change in functions named "the economic function has decreased, and the public service function has increased", and there is a change in public service named "from direct administration to indirect entrustment administration". Through the thorough analyse, the paper draws conclusions that:(1)when we consider the reform of the township administrative system, we must think over its background, And the sheme we put forward must grasp the specility of the villages and it must be adapt to the demands of the economic reform and the political reform. So, we must make a rational choice of the model of the hierarchical structures of the township administrative system. And the derivative departments should be considered reasonable, because they stem from the current situation of the villages in china.(2)The changes of the town-level governments' functions should be made systematically and integratedly instead of separately or respectively.(3)It is of great importance that we should administrate the towns legitimately. On one hand, we must strengthen institutional, and on the other hand, we must improve popularizing-law education.
