Reform Of The Administrative Examination And Approval System Of County-level People’s Governments And Optimal Path Research

The government uses the administrative examination and approval system to manage economic and social affairs and effectively allocate resources.No matter it is China or other countries,governments at all levels generally adopt the form of administrative examination and approval to deploy and manage various economic and social affairs.China’s administrative examination and approval system has different manifestations and characteristics in the planned economy period and the market economy period.It plays an important role in allocating resources,coordinating and managing social affairs,and promoting economic and social development.The county-level people’s government,as the most basic and complete government unit in China’s administrative management system,directly faces various market and social subjects.The implementation of the reform of the administrative examination and approval system can promote the transformation of grassroots government functions,streamline administration and decentralization,optimize the business environment and build a service-oriented government.Based on the new public service theory and model(and the Smith model),this article analyzes the reform of the administrative approval system in County X from the four aspects of idealized policies,implementing agencies,target groups,and environmental factors,and finds out that the county-level people’s government is advancing.Then,through further analysis of the rationality,legitimacy,enforcement of measures,enforcement measures,safeguard measures,target groups,and environmental factors of the reform policy itself,the reasons for the problems in the reform of the administrative review and approval system at the grassroots level are analyzed.On the basis of case analysis,combined with relevant theories,it provides corresponding optimization paths and suggestions for the grassroots people’s government to further advance the reform of the administrative approval system.
