Now it has gradually become one of the new and developing industries that have a broad developmental future and a large industrial scale in the world.Although the tour industry in this country begins late, the development goes fast. The Word lour Organization predicts that by 2020 China will become the first big country of the tourist target and the fourth big country of the tourist export. China is faced with the right time to develop her tour industry. The Central Committee of the Chinese Communist Party and the Department of State put the tour industry into the first order of the thirdindustries that refer to the service industries, and treated as a new growth point of the national economy. These policies bring about an unprecedented opportunity for development of the tour industry.Heilongjiang Province, as a province that is rich in the tour resources, has placed it on the agenda how to utilize the superiority of the resources of its own and the opportunity. This study, by applying the theory of superiority comparison, starts with the tour environment of Heilongjiang Province and links to the developmental tendency of Heilongjiang tour industry. It makes the developmental strategy target of Heilongjiang tour industry and brings forward the developmental strategy emphases of Heilongjiang tour industry.
