In this paper the network benefit of newly-build railroad item' s and selection of different communicate projects are the main study objects. In order to select the best fashion from different communicate projects,by compare every ways in common use,This paper use AHP to select the best traffic project from Suining to Neijiang,the result demonstrates the feasibility of AHP.In the newly-used economical evaluate methods,the network benefit of newly-build railroad item' s is inaccurate,based on the systemic characteristic of railroad project,works on the passenger' s and freight' s 0-D(origin-destination),consults the comparative table of correlative road. This paper marks off the network incidence of newly-build railway. Uses transfer ratio to distribute flux. To calculate the accurate flux which come from existing railroad. So we can accurately calculate the newly-build railway' s contribution to the existing railroad. Then this paper makes the economical evaluation of the railway from Suining to Neijiang.By using of AHP to select the best traffic project from Suining to Neijiang. We draw a conclusion that the best project is to build railway from Suining to Neijiang. The calculation of network benefit shows:the build of this railway will reinforce the network to the west area. Strengthen the network' s activity. The economical evaluate result demonstrates that the evaluation of finance,the evaluation of national economy and the evaluation of society are both feasible. The evaluation of national economy has good carrying capacity to risk.
