| The poverty is one of our national special situations as well as one issue all over the world, which obstructs seriously the progress of our national modernization. Anti-poverty is both a long -term strategic plan of our nation and an important issue on the sustaining development of society and economy. The backwardness hi the urbanization is an irrefutable fact in the poverty-stricken areas. Therefore accelerating the progress of the urbanization hi these areas is one of the best tasks of the anti-poverty strategies. This article takes the poor Meizhou region of GuangDong province as an example for research. Based on the on-the-Spot investigation, the theory of urbanization hi countryside and combining data analysis, this paper discusses the urbanization of impoverished parts in the coastal developed regions in eastern China. And by comparing the developed and developing regions, this article inquires into the urbanization patterns of poverty-stricken areas impoverished regions. This paper consists of three parts:Part one. It expounds Meizhou region is an impoverished area. Starting with the root of the vicious circle of poverty, it analyses the three poverty traits and the reasons of Meizhou region's poverty, then analyses the negative effects of the lag in urbanization on the development of society and economy in Meizhou region.Part two. Starting with the existing state of urbanization, this paper analyses the urbanization level, urbanization course, urban-system, the division of urban's functions, the distributions of functions, then gives an objective assessment on Meizhou region urbanization level. Further, it makes a deep analysis on the problems and roots of the backwardness ofMeizhou's urbanization. At last, it expounds briefly the way and pattern of Meizhou region's urbanization.Part three. It discusses the positive effect and practical significance of accelerating Meizhou region's urbanization progress on the strategy level of anti-poverty. According to the analysis on carrying capacity of resources, the paper probes the laws of labor force and population migration in the progress of Meizhou's urbanization, and discusses its power-mechanism, too. Finally, it describes briefly the development trendency, prospect and raises countermeasures of Meizhou's urbanization.By the studies on impoverished areas urbanization in developed region, the paper thinks that the poverty traits of poverty areas in the eastern coastal developed regions are specific, their progress of urbanization also have specific rules. The lagged, low level, but high potential level urbanization and urbanization formed hi the other places -that is, process of population migration to other places from local place are characteristics of urbanization of this type of areas. Meizhou's urbanization depends largely on development of mountain area economy. The way of rural urbanization by population's gathering is the urbanization's development pattern of this type of areas. |
