One of the most important problems during the course of civilization in Henan is that the proper gathering effect of cities can not get distribution completely, thus the urban scale effectiveness can not form subsequently, under the system of socialism market economy, researching the formation of urban scale effectiveness, following it's regulations and structuring rational and factual city system is the inevitable choice to achieve sustainable development of urban society and economy in Henan, According to this logical sequence, this text is constituted with the following four parts:Chapter 1 focuses on economical analysis on urban scale effectiveness, which is the theoretical basis of this text. First of all, the principle that cities gather together and scatter economy is explicated by the procession of cuties' collecting and dispersing economy and other relating theories. Subsequently, the classic theories of economics are used to analyses formation terms of urban scale effectiveness, then the functions of scale effectiveness on development of regional economy are argued.Chapter 2 is about the analysis of urban scale effectiveness in Henan. On the one hand, three factors are found out to affect the urban scale effectiveness of Henan cities after the present condition analyzed, which are scale construction, industry classification and space distribution. One the other hand ,the urban scale effectiveness in Henan is calculated and examined with its model. Then the factors affecting urban scale effectiveness in Henan are induced with the combination of above two analysis.Chapter 3 subjects the inevitable choice of increasing urban scale effectiveness in Henan. This text suggests this inevitable choice should be perfecting city system of Henan. From the former three factors affecting urban scale effectiveness, the current government demarcation of Henan cities is not reasonable. Although it satisfies the government control, it is out of accordance to match the requisition of urban Scale effectiveness. The writer think that city system of Henan can be perfected to strengthen urban strengthen scale effectiveness.Chapter 4 speculates on the perfection city system of Hennan. According to unbalanced principle, to perfect Henan city system in the future, local big cities should be strongly developed firstly. So that it can make use of the characteristics of high scale effectiveness for big cities and accumulate economic energy for the development of Henna cities; Secondly, small towns should be developed reasonably. For it not only can take advantage of high marginal income of factor input in small town development, but also extend the quantity of small cities and arrange city distribution reasonably. Therefore this part is divided into three minor parts: first, the gross arrangement on how to perfect Henan city system; second, developing big cities strongly; third, developing small towns reasonably.Main creative points of this text appear in part 2, 3,4 and are specifically expressed for:1. The perfection of Henan city system should get the ultimate solution under the macro view through united programming and moderate solution.2. The style of perfection of Henan city system,the writer think ,should be "big cities pulling and small towns pushing".
