The present article is about Global Maritime Distress and Safety System (GMDSS). It discusses the background and process of the setup of GMDSS regulations, depicts its clauses and analyses its features and characteristics, then gives out some solutions about equipment installation and operator assignment to meets the GMDSS requirements.This article also analyses the execution of the regulation, describes the statistics of the regional GMDSS Port State Control (PSC) inspection.It describes the legislation and execution practices of relative Chinese administration departments, analyses the rights and obligations of relative administration departments and ships. Introduces the current construction situation of land-based search and rescue communication facilities, and then, makes out some suggestions.According to the implementation of GMDSS, the article points out some deficiencies of this regulation and GMDSS system. At last, gives some suggestions about how to develop the GMDSS system.
