Study On Chinese Military Social Security System In Current Phase

This thesis thinks that in the days of social market economy being established and national social security system being reforming it is of theoretical and realistic importance to systematically analyze the Army's social security system. For the historic reason, it is common to regard the Army's social security system simply as preferential treatment and welfare to the Army. So it is lack of systematically study on Army's social security system. Thus the Army's social security system that matches to social market economy doesn't exist. The study on the Army's social security system is limited to the few related departments. The analysis on the advantages and disadvantages of the Army's social security system is special lack. The lack of study on the Army's social security system leads to the loss of the practice of the Army's social security system. The Army's social security system is one of the important components of the social security system of our country. To build and perfect the Army's social security system has important theoretic and practical significance to promote the Army's cohesion, raise the Army's combat effectiveness and strengthen the PLA's modernization construction and standardization construction, and also is one of the important parts to perfect the national social security system.President Jiang Zeming pointed out that how to build and perfect the policies and systems that can move the soldier's enthusiasms and to promote the Army's cohesion is a problem that needs to probe and solve. To reform and perfect the Army's social security system is an important part of that Therefore the whole content except the preface is divided into three parts for exploring this o^uestion. The first part explores the related theories of military social security system. It gives the definition of the Army's social security system and shows the theoretical and realistic importance to systematically analyze the Army's social security system. The second part commentson the current status of military social security system. This part introduces the major achievements of military social security system, the problems of current military social security system in current market economy environment and further explores the reason of existing these problems. The third part is the emphasis of this paper. This part explores the major strategies to build and perfect military social security system. We explore in detail how to build and perfect the Army's social security system from the general objective, basic principals and major strategies.Guided by Deng Xiaoping and Jiang Zeming's series of expositions on the Army construction, this paper upholds principles of the combination of theory and practice. It makes an all-round analysis on the Army's social security system. It is of creativeness in discussing the strategies to reform and perfect the Army's social security system. Firstly, it give a scientific definition to the contents the Army's social security system, i,e., military social insurance system, military social special care and compensation system, military social welfare system, military social aid system, military retirement placement support system and supplementary social security system. Secondly, from the point of dialectical material and comparative law, this paper discusses the reasons of the shortness of the Army's social security system.
