In information society, information, together with material and energy resources, constitutes one of the three mainstays for social development and becomes one of the most important economical resources to a nation or region, to which the production, processing, management and use of information are of great strategic significance. Informatization is the major trend of the current world economy and social development, and the urban inforrnatization serves as a major indication of the development of the national economy and social informatization of a country. The level of informatization development of a nation or region is determinant to their positions in the international competitions, and the level of urban informatization development often indicates the level of the economical and social development of the nation or region and serves as a basis for the informatization of them. This thesis mainly makes a probe into the theory and methods of the measurement and evaluation of urban informatization. It consists three parts: The first part deals with the theoretical study of urban informatization, which gives a definition of the connotation of informatization on the basis of the analyses of the notion made by scholars from both home and abroad. It sums up briefly the promotive functions of the construction of urban informatization to extend urbanization, change the mode of social existence, improve the quality of human life, and its positive impact on urban development, urban sustainable development and the content of urban development. It then puts forward the notion of ~6A?for the urban informatization construction and the basic content of it, including such four aspects as the setup of information consciousness, information market, information basic structure, and the system of information security. It finally elaborates on the possible measures that can be taken to speed up China抯 construction of urban informatization. The second part makes an analysis of the principle and methods for the measurement and evaluation of the level of urban informatization. It first of all makes a classification of the principles and methods for the measurement and evaluation of the level of urban informatization form both home and abroad and argues that the measurement and evaluation III should follow the principle that they must be scientific, systematic, operational and instructive. It then puts forward seven evaluative methods, which fall into two major types, and elaborates on the operational procedures, applicability and the instructiveness of them. The first type is Unitary Index Modeling Approach with Engle Coefficient Method, Benefit Analysis Method and Mean GNP Method, which are believed to be the original part of the thesis. The second type is Multi-Index Approach with Inflexible-Aim Method, Flexible-Aim Method, Inflexible-Flexible-Aim Method and Interpretative Structure Modeling Method. The third part concerns with the designing of the model and index system of the measurement and evaluation of the level of urban informatization. It starts with an analysis of the concept and the role of the model and the content of the index system of the measurement and evaluation of the level of informatization.
