This thesis study the case of GIS抯 developing and strategic choice, using the analysis tools that include Porter抯 Five-Forces Model of Competition, Value Chain, Key Success Factors, SWOT Analysis, and Strategic Alliances, and conclude that GIS, first, must transfer itself from the product-oriented enterprise to the service-oriented ones through enhancing the core competition based on the effective marketing; second, be a strategic alliance, and even merger with the competitor of Shaogang Steel Company, sharing the network of marketing & purchasing; finally, invest into the high-technology industry and convert to the enterprise with the competitive advantage by financing from the stock market . A recombination project of GIS Company Limited is given in the thesis and eight big managerial components of implementing strategy are afforded for the top managers of GIS.
