Both Dalian and Cardiff is a seaside city for China and British Wales respectively. Their public art practices and development, although neither very representative nor very influential internationally, is both relatively more perfect within their own country, exhibiting strong local culture and being compatible with their own national characteristics. Although within the seaside areas of these two cities there are a lot of public artworks built respectively, there are also great differences between the public arts in these cities due to such contextual factors as different history and culture, political system and economical development.In this paper the author is engaged in the study, comparison and discussion of the public arts in seaside areas of these two cities. First of all, the author proposes many questions, based on the on-site investigations and in combination with relevant public art project materials; Secondly, the author states and clarifies the relevant questions and differences in four aspects, namely, mechanism, planning, expression, and education; Thirdly, the author finds out the social factors behind different systems and cultures, which affect the public art practices and development in these two locations; Finally, the author putts forwards some recommendations for the development of public art in China.
