Late Qing Dynasty is a period that China's society transformed rapidly. Rapid social transformation is bound to accelerate social disintegration and the failure of the old way of integration, therefore triggered social problems. Under the situation full of new problems and contradictions, the old way of social integration is difficult to meet the needs of social development and it needs to be improved. Countryman Organization as an important social force in Shanghai at that time, to some extent filled the vacancy left behind official in the field of providing disadvantaged groups social assistance, foreign population management, public security, participation in municipal management, and mediation of civil disputes and other aspects, meet the needs to adjust the social integration transformation and played a key role in many areas in social integration and social transformation.This article, from the social transformation and social integration of theory, take Committee of Ningbo Natives in Shanghai for example, discuss the absence of official power, the society's growth and its positive role in the social transformation and social integration of late Qing dynasty, and based on this, analyze the necessity and contingency of countryman organization in a social transformation period.
