Lytton report is a final result which the League of Nations to intervene the Sino-Japanese dispute after the Manchurian Incident. After the Manchurian Incident. The Chinese Government promptly file a complaint to the League of Nations attempt to rely on the League of Nations to resist Japanese aggression. While Japan in accordance with its established policy of occupied Manchuria, on the one hand quibbled for its invasion at the League of Nations, on the other hand continue to expanded its military operations. League of Nations adopted two resolutions which request of the Japanese to withdraw troops can't restrained Jpan because haven't coercive power. But it is undeniable that, the international consensus pressure opposed Japan invaded to China is growing. To ease the pressure, Japan proposed to the League of Nations to send investigation group, was unanimously adopted. And quickly formed headed by theBritish Lord Lytton's League of Nations investigation group, research the reson of conflict and suggest to the League of Nations the solution.The Lytton's investigation group drafted the report after the investigation. With eight chapters'contents explained the China's situation and the conflict's truth and Japan's action after the incident, the most important ones for the recognition of China's territory in the northeast, does not recognize the event of the railroad burst is the exercise of self-defense operations in Japan affirmed the Manchuria is Japan's puppet state etc.; the last two chapters is the principles and recommendations to address the issues, advised the establishment of self-government under the sovereignty of China, withdrawal Chinese and Japanese military of the northeast, protect the Japanese economic interests in northeast.The report have caused a strong reaction in China and Japan. In Japan, the report is generally a voices of opposition. The Army is the most strongly opposed, advocated withdrawal from the League of Nations.
