On the basis of questionnaires and classroom observation, this paper tries to research into the cadets'needs analysis in JIMEI University. Both qualitative approach and quantitative approach were employed to ensure the accuracy of the analysis. The paper endeavors to make suggestions for the improvement of ICC education for cadets.The paper revealed that the students'current mastery of ICC is not solid. However, at the same time, it was found that their interests in foreign cultures were strong. The students have already realized the role of culture in different English tests. The function of textbooks was still the construction of English basis, however, the students were demanding variety in the sources of textbooks. Their cultural interests were particularly noteworthy in the field of foreign citizen culture such as the citizens' welfare, their social institution and their social stability. All of these issues have a strong connection with their future working circumstance. Furthermore, this study has found that the English teachers were not motivating the students'Inter-Cultural Communicative Competence fully. In detail, during the teaching process, the instructors did not apply various teaching approaches to nurture the students' Inter-Cultural Communicative Competence. After class, the teachers were not motivating the students to read culture-related books and to collect culture-related information. Fundamentally, the teachers failed to place Inter-Cultural Communicative Competence in an important position in English Teaching. The subjects proposed several detailed suggestions for ICC teaching such as the culture-centered composition and more opportunities to communicate directly with native speakers.
