The paper analyses the development of culture industry in Xi'an from four aspects: theory exploration, positive research, comparative analysis and strategy design.At first, it introduces the fundamental theory of culture industry. In basic theory part, firstly, it points out the signification of culture, culture industry, culture product and it's characteristic. Secondly, it analyses the character of culture industry and the factors which influence the development of the culture industry. Thirdly, it expounds the theories of positive research, which include the cost of culture product, the pricing fix theory, the demand theory, the scale theory, the barriers to entry and exit, government regulate theory.Next, the paper gives the positive research of xi'an culture industry. Firstly, it gives the general introduction, including the radio, film and television industry, entertainment and performance industry, tour industry, culture relic protection industry, news publish industry, etc. Secondly, it analysis the outstanding results of xi'an culture industry, which includes the follows: activate the culture resource, exploit the creative industry, constitute the culture industry grouping-together, found the zoology culture brand, exert the advantage of history cultural resource, build the western press and packing grouping-together. Thirdly, according to the theory of positive research, it analysis the problems of xi'an culture industry, which includes follows: the culture products pricing lacks strategy; the demanding level of culture market is low; the scale is insufficiency; the barriers of enter and exit is high; the government regulate is in hot water.Then, the paper analyses the cultural industry of domestic and other countries and sum up the meanings to the culture industry of xi'an. Firstly, it analyses the current development of foreign countries-- Korea, Japan and America from three aspects: backgrounds, reasons, experience. Secondly, it analyses the culture industry of domestic cities—Beijing and Yunnan from two aspects: current situation and experience. Thirdly, it sums up the illuminations from the experience of domestic and other counties'culture industry. Lastly, the paper puts forward the developing thoughts of xi'an culture industry based on the above research. It points out that three relationships should be deal with: the relationship of culture industry and culture projects, economic benefits and society benefits, market mechanism and government's macro measures. At the end of the paper, it gives some measures to the cultural industry of xi'an, which are advancing the strategy of pricing, leading the consumption of cultural, carrying on the grouping-together dealing, consummating the market permission, proving the income of resident, opening the financial channel and putting the brands.
