The Hunan-Jiangsi border region geography is intricate. During the Ming and Qing Dynasties, the area is often in severe social unrest. Many social unrest is continued and intricate such as "The earth" (Malaysia,bandits), displaced people(shed people), secret party's rebellions,dynasty change of Ming and Qing Dynasty, dynasty rebellions (Wu San-gui and Jin sheng-huan rebelling against Qing Dynasty activity), farmers rebellions in late Ming Dynasty and the movement of the Taiping heavenly kingdom. They brings great harm to social stability. In order to maintain the normal social order, many social circles had taken many measures to control the change of social order. In military control, strengthening the building of military institutions, powerand city defense, building up the yugoslav capital, setting Tuan-Lian established village. In administrative control, being strict line with the household registration and Baojia system,setting up new governance area and Xun jian-si in the pass to the mouth and upheavals of the multi-set a large number of inspection Division.facing Social unrest, central and local governments still putted control power directly into the grass-roots society of remote mountain for effective control of the local social order. But at the same time, the official control force is not strong and effective, the stability of the grass-roots society society needs more social force of civil society, the local gentry played a leading role. In the late Qing Dynasty, along with the social several unrest, the performance becomed even more apparent. The local gentrist actively setted up Tuan-lian and lead troops to combat, they maintain the stability of social order effectively.
