It's an important yardstick of weighing the individual learning ability, and one of the important factors of restricting the results of learning to learning strategies, sign that will be studied. The massive researches also confirm that the learning strategies and academic achievement exist remarkable positive correlation. The junior middle school is the important period of developing the learning strategies , is the critical phase of training the student to utilize the learning strategies.This research took"junior students"in Urumqi as the object of study. In summarizes in the foundation which the predecessor studied, it has conducted two parts: firstly, with the questionnaire survey method, inspects the present situation of the learning strategy"junior students"in Urumqi. According to the conclusion of the first research, the second part aimed at the disadvantage in learning strategies of"junior students"in xinjiang to redate learning strategies Counselling Course with junior students in xinjiang.Adopting quasi-experimental design with before-after test of control group to intervention of"junior students"in xinjiang with middle and low students in order to discover the effective methods to enhance learning strategies level of"junior students"in xinjiang.The research shows that:1. The present situation of junior students'learning strategies in Urumqi shows that learning strategies level is higher than the reference value and the medium level. In ten dimensions of learning strategies, noting strategy level is highest.The level of listening lecture strategy, exam strategy, plan strategy, performance strategy, the understanding and thinking strategy is quite high.The level of memory strategy, fore-exercise strategy, reading strategy is quite bad, and review strategy level is the worst. The female students are obviously higher than the male students in the total score of learning strategy. Besides that, the learning strategy has the remarkable difference between the grades. Along with the grade growth, the learning strategy level assumes the drop tendency.And The learning strategy has the very remarkable difference between the different result groups, along with the result growth, the learning strategy assumes the trend of escalation. Therefore, the learning strategies are important factors of affecting the academic achievement .2. The intervention experiment of improving junior students'learning strategies in Urumqi shows that in learning strategies level, the later result of the experimental group was higher than the control group, the result of two groups existed very remarkable difference (P<0.05). After learning strategies intervention, the experimental group and control group's learning strategies level had the remarkable difference. In academic achievement, the later result of the experimental group was higher than the control group, the result of them existed very remarkable difference (P<0.05). After learning strategies intervention, the experimental group and control group's academic achievement had the remarkable difference.According to the result of this research, the paper put forward some consideration to promote developing and consummating junior students'learning strategies in xinjiang.
