The Research Of Administrative Supervisory Office In The Early Years Of The Northern Warlord Government

From July 5, 1914 to June 29, 1916 , administrative supervisory office only exist 783 days. These days on the 5000 Chinese civilization just like a drop in the ocean. But for the development of Chinese modern supervisory system, it has a special meaning. During this period, the Northern Warlord government has promulgated a series of laws and regulations which about rectifying government officials' illegal activities. And administrative supervisor institute a public prosecution instead of nation that created our public prosecution system. In view of this, this paper attempts to explore the reasons of administrative supervisory office's set, status, and its rise-and-fall and characteristics, let people have a more comprehensive and specific understanding of it.Although administrative supervisory office existed only more than two years, but it has rectified a large number of illegal cases, which play an important role in stunning and controlling government officials. However, it always has differences between the purpose of legislation and actual effects. In the early years of the Republic of China, the legal system construction is still imperfect, and in politics power is stronger than law. Eventually it became the president's tool of political control just like other legal authorities. But it also cannot let us complete negation of its positive significance to the politics of the early years of the Republic of China.
