There are political, economic, military, cultural diplomacy and other means implemented to achieve a state's international strategic objectives. Among them, cultural diplomacy plays a significant role in spreading the national will flexibly.Cultural diplomacy is a diplomatic behavior which means governmental, non-governmental organizations or individuals use the means of cultural activities for foreign governments or public, in the purposes of spreading the national will and achieving the national interests. Its expressions are inseparable with the types of culture. And compared with economic and military power, cultural diplomacy is more peaceful and flexible, thus, it is more easily accepted by the target country and it can effectively enhance understanding, ease conflict, promote cooperation and shape the image.As the world's highest level of international exhibition, World Expo is of great significance in promoting cultural diplomacy. As to the host country, through the World Expo, it can show national strength, promote the culture and convey the idea; as to the exhibitor countries, through the World Expo, they can show national strength, promote cooperation and have an excellent opportunity to learn from each other.For China, 2010 Shanghai World Expo is a strategic timing to promote China's cultural diplomacy. By the analysis of the internal strengths and weaknesses, external opportunities and threats of the Shanghai World Expo in China's cultural diplomacy, the author has made a number of strategy suggestions to help promoting a win-win situation in China's diplomacy.
