Abstract:Shangji system is an oldest system about audit and supervision,it is also an effective way to restrain corruption in Chinese history.According to the history records,"ji"of shangji system means calculate.Because calculating needs to record,"ji"also has the meaning of record.And recording needs managing by people,so there are many names about these people and organization such as"jili","jishi"and so on.All the records from different government departments must be handed in to the center,which is called"shangji".Its contents includes economical income and expenditure, population,property,varying land amounts,taxes,natural disasters and society peace. According to this,government may master all kinds of matters and formulate different rules and laws.All above is called shangji system.There are three ideas about the origin of Shangji system.The first is to say during the Spring and Autumn and Warring States periods,the second is in Qin Dynasty,the third is in Han Dynasty.According to the record in《Zhou Li》,Qi has had Shangji activities in Spring and Autumn and Warring States.From Qin to Han Dynasties Shangji has got developed and improved.Concerning the feature of Shangji system,there are many different opinions.Such as audit system,check system,property managing system and so on.This text simply discusses the content,time,gradation,officers,organization and nature of Shangji system.At the same time it involves the effects that it has had on the social economy and politics.
